Clinical Chief Daniel "D.O." Owens-
Daniel “D.O.” Owens joined Austin County EMS in August 2024 as a part-time paramedic before accepting the position of Clinical Manager in January 2026.
A veteran of the United States Army, Daniel has dedicated his career to public service, leadership, and professional development. He holds a Bachelor of Arts in English from Sam Houston State University and a Master of Public Administration from the George H.W. Bush School of Government and Public Service at Texas A&M University.
As Clinical Manager, Daniel oversees clinical education, quality improvement initiatives, protocol implementation, continuing education, field training support, and professional development programs. He works closely with field personnel, supervisors, and agency leadership to promote clinical excellence, patient safety, and evidence-based prehospital care throughout Austin County EMS.
Daniel is passionate about mentoring EMS professionals and fostering a culture of continuous learning, accountability, and service. His leadership philosophy centers on supporting employees, strengthening clinical performance, and ensuring the highest level of care for the communities served by Austin County EMS.
Outside of work, Daniel's greatest priority is his family. He and his wife are proud parents of two sons, and he enjoys spending time fishing with them whenever possible. Whether serving his community or spending time with his family, Daniel believes in being fully present and investing in the people who matter most.
